What Is Surprise Billing or Balance Billing?
Surprise medical bills can happen when you receive care from a provider who is not in your health insurance network—especially when you didn’t choose that provider.
Balance billing occurs when an out-of-network provider bills you for the difference between what your insurance pays and the full cost of the service.
Good news: You are protected from these charges in many situations.
Your Protections for Emergency Services
If you receive emergency care from an out-of-network provider or facility:
- You can only be charged your in-network cost-sharing amount (copayments, coinsurance, or deductibles)
- You cannot be balance billed for emergency services
- This protection applies even after you are stabilized, unless you give written consent to waive your protections
In an emergency, you are protected—even if the provider is out-of-network.
When the Hospital Is In-Network, but a Provider Is Not
Torrance Memorial Medical Center contracts with many health plans. However, some physicians or specialists involved in your care may not be in your insurance network.
In these cases:
- You are only responsible for your in-network cost-sharing amount
- Out-of-network providers cannot balance bill you
- Providers must obtain your written consent before charging higher out-of-network rates
